Essential Functions (Job Duties)
JOB PURPOSE
This position is responsible for
partnering with unit leadership and the Director, Human Resources, Administrative Region to create and enact a talent management plan. This
position reports directly to the Director, Human Resources, Administrative Region and partners with Central HR to execute the talent
management program for assigned units.
ESSENTIAL FUNCTIONS
Partner with unit leadership and the HR Consultant/Client Services
Director to develop sourcing plan complete with advertisements, e-postings, etc. Post and maintain posting of job to Online Hiring system
and other job boards.
Gather job requirements, create job postings, ensure testing requirements are met, interview, and refer
applicants for all non-academic positions e.g., clerical, technical, administrative and management for assigned schools, colleges and
divisions.
Interpret University policies and contractual agreements related to posting, hiring, staffing and placement.
Screen
and analyze the information provided on a prospective employee’s application form. Conduct first round screening of applicants. Conduct
first round interviews if applicable.
Perform background checks and reference checks, i.e., criminal background, degree verification,
reference checks, etc. to gain adequate information on which to base a selection decision.
Make job offers and prepare letters of
offer. Coordinate successful unit integration of each new employee, including I-9 verification, health insurance and employment-related
forms. Participate in orientation of new employees as needed.
Act as liaison with area employment agencies, advertising agencies,
temporary agencies to ensure timely staffing of approved positions.
Provide input into the development of hiring processes and
candidate assessment methodologies and tools for a variety of position levels.
Actively participate in the implementation of
enhancing the employment brand by leveraging social media to increase Wayne State University’s presence in social media (i.e., Twitter,
Facebook, LinkedIn).
Provide input and feedback on onboarding program and assist in efforts to streamline and enhance orientation and
onboarding processes.
Assist in the tracking of talent management metrics and other measures to evaluate the effectiveness of
sourcing strategies, associated advertising dollars and candidate resource data and reports.
Complete weekly report on employment
activity. Compile additional statistical reports on activities as needed.
As directed, support career-related events relative to
assigned S/C/D.
Conduct exit interviews.
Perform related work as assigned.
Qualifications
EDUCATION
Bachelor’s degree preferred in Human Resources management, labor or industrial relations, business administration
or public administration.
EXPERIENCE
At least (3) years related employment/recruiting experience. Experience working in a
union organization preferred. Experience in a higher education institution preferred.
KNOWLEDGE, SKILLS AND
ABILITIES
TECHNICAL KNOWLEDGE – Expected to possess specialized technical know-how in one or more human resource functions, e.g.,
employment selection and recruitment.
CUSTOMER SERVICE – responds to customer needs and practices follow-up to ensure customer needs
are met.
COMMUNICATIONS – Excellent oral and written communications. Skilled at working with customers at all
levels.
INTERPERSONAL SKILLS – Effective interpersonal and customer service skills. Must possess ability to build and maintain
effective relationships with customers. Must demonstrate and possess a high level of professional integrity, ethics and
confidentiality.
TECHNOLOGY – Proficient in the use of Human Resources Business Information Systems (i.e. HRIS, Applicant Tracking,
Electronic I-9 Management, etc.) and Microsoft Office tools.
COMPUTER SKILLS – Proficient in the use of HRIS systems and HR business
software, such as applicant tracking tools and Microsoft office suite.
ORGANIZATIONAL SKILLS – Excellent ability to independently
establish priorities to meet deadlines, work procedures and make decisions. Ability to apply basic business practices to improve
operations.
