This position includes a signing bonus of $5,000 (full-time) for new county hires.
This position performs strategic financial analysis and leads the department’s financial management activities including accounts payable, accounts receivable (including revenue collection), procurement and budget development and monitoring. Ensures compliance with federal and state reporting requirements associated with grant funding, oversees both internal and external financial audits and directs all accounting functions in accordance with generally accepted accounting principles (GAAP) as well as any federal, state, or the county requirements. Serves as a member of the DFS Senior Management Team and is the primary liaison between DFS and other county agencies (e.g., Department of Finance, Department of Procurement and Material Management, Department of Management and Budget, and health and human services agencies, as applicable) regarding financial issues.

ILLUSTRATIVE DUTIES:
At the direction and in consultation with the department director and/or deputy director, carries out all of the following:

At the direction and in consultation with the department Director and/or Deputy Director, carries out all of the following:
Serves as senior advisor to the Director and/or Deputy Director on matters of policy and process related to financial and financial administrative management;
Makes presentations to the Deputy County Executive for Human Services, Director, Deputy Director, Boards, Authorities and Commissions, as well as other County senior management;
Supervises a team of financial professionals performing advanced technical analysis and makes recommendations to the Director and/or Deputy Director about program funding within the department;
Directs ongoing process improvement initiatives related to financial processes, budget development and monitoring within the agency;
Oversees the overall budget coordination and development for submission to department leadership;
Coordinates budget estimates, financial reporting and data presentation for the agency to ensure policy decisions have been met;
Serves as department lead concerning revenue, including projections and collection rates as well as reporting revenue targets to department leadership, County stakeholders, Boards, Authorities and Commissions;
Develops revenue strategies that ensures compliance with federal, state, and local regulations to maximize reimbursement;
Determines the budget impact on the department from both state and federal legislative actions;
Manages, develops, and implements the responsibilities and policies relating to fiscal and financial administrative management policies, including budgeting, financing, and reporting;
Prepares written and verbal reports for department senior management regarding cost variances and acts independently in identifying and resolving programmatic anomalies;
Oversees staff from financial management, accounts payable, accounts receivable (including revenue collection) and procurement;
Oversees both internal and external financial audits and implements corrective actions (when applicable);
Ensures compliance with federal and state reporting requirements associated with grant funding;
Establishes accounting policies and procedures in accordance with GAAP as well as any federal, state or county requirements.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor’s degree in Public Administration, Public Policy, Finance, Accounting or a directly related field of study; plus six years of increasingly responsible professional-level budget preparation experience or closely-related professional-level experience in finance or accounting, to include two years of supervisory experience.

Work is generally sedentary and is usually performed in a normal office environment. Ability to use keyboard driven equipment. Ability to attend evening meetings off site.
