Reporting to the Vice President for Academic Affairs and Provost, the Title III Project Director will be responsible for planning, developing, implementing, and evaluating all grant initiatives, and will ensure compliance with all Title III and DOE policies and guidelines. The Project Director assists in fiscal management and reporting.
The U.S. Department of Education’s Title III Grant Award to Heidelberg University (Grant Award Number P031A230004, CFDA 84.031A, Data Integration and Storage to Support Student Access and Success ) will pay this five-year grant-funded position 100% at Heidelberg University, starting no sooner than October 1, 2023, and retained no longer than September 30, 2028. The total grant awarded for year one is $421,255; the total award amount estimated over five years is $2,165,318 (estimated at 74% of the total project). Nonfederal grant match toward this federal award is estimated at $770,974 (26% of the total project) over the five-year grant performance period.
SUPERVISION RECEIVED:
The Title III Project Director is directly supervised by the Vice President for Academic Affairs and Provost, and receives indirect supervision from the Chief Strategy and Finance Officer.
SUPERVISION EXERCISED:
The Title III Project Director indirectly supervises all key personnel (Database Administrator, Data Analyst, Director of Success & Retention, Coordinator of Student Accessibility Services, Director of Advising, Transfer Specialist, Instruction Designer, Academic Support Coordinator, External Evaluator, etc.) on the Title III grant project to ensure completion and compliance of all grant initiatives.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Oversee the development and implementation of all aspects of the Title III grant;
Coordinate and monitor goals, objectives, and activities related to the Title III grant;
Ensure the Title III program operates in compliance with all terms and conditions of the grant and all applicable federal regulations;
Contribute to the hiring process for all grant-funded personnel and provide administrative support to those individuals;
Work closely with the Director of Academic Assessment and Effectiveness to collect and track data, develop monitoring and evaluation plans;
Assist the external evaluator and the internal monitoring team in ongoing formative and annual summative project evaluation;
Maintain high accountability for project outcomes;
Collaborate with the Owen Center for Teaching and Learning, Computer Network & Information Technology, Student Affairs, and other campus offices and stakeholders to advance Title III project goals and objectives;
Prepare and submit reports for the Department of Education and Heidelberg University on the operation of the Title III grant program and the outcomes of that program;
Work to secure future funding the continuation of the Title III grant by assisting in the grant writing process;
Collaborate with the AVP for Finance/Controller to manage the Title III grant budget in strict compliance with federal guidelines and in all accounting reporting activities;
Develop and maintain a Title III Policies and Procedures Manual that embodies the requirements of program statutes, regulations, and policy statements
Attend the Title III Project Director conference;
Perform other duties as assigned in support of the Title III project.

Education and Professional Experience:
Bachelor’s degree from an accredited 4-year university;
Project management experience
A relevant combination of education and experience.
Preferred Education and Experience:
Master’s degree in business administration, higher education administration, or project management
Three (3) three years of administrative and supervisory experience in higher education;
Necessary Knowledge, Skills, and Abilities:
