The Workforce Development Program Manager is responsible for strategic workforce planning and development with actionable and measurable initiatives that ensure optimal recruitment in partnership with multiple entities in the relevant recruitment region, retention of talent and development of career pathways. MINIMUM QUALIFICATIONS:
EDUCATION AND EXPERIENCE:

Master’s degree in Human Resources, Business Administration, Education or healthcare related field AND Four (4) years of professional experience.
2.
OR Bachelor’s degree in Human Resources, Business Administration, Education or healthcare related field AND Seven (7) years of professional experience.
PREFERRED QUALIFICATIONS:
EXPERIENCE:
1.
Recent work experience in a healthcare setting preferred.
2.
Experience in workforce development and program development preferred.
3.
Project management experience preferred.

Designs and executes innovative talent pipeline strategies to help create a brand that appeals to diverse applicants.

Identifies, forecasts and addresses short and long-term hiring needs across WVU Medicine BMC, JMC and UHA East; creates talent pipelines focused on entry-level and clinical/technical positions; and establishes external programs to develop employees to fill those needs.
Develops career pathways and is able to articulate and crosswalk competency requirements to the design of curriculum and training needed to advance along the pathways.
Researches, proposes, seeks and secures grant opportunities and alternative funding models – independently or in collaboration with partner entities and internal stakeholders – to establish and sustain career pathway delivery.
Partners with the Benefits CoE and/or WVUH-East Foundation on any tuition assistance or scholarship programs and incentive-related strategies.
Partners with community organizations and educational institutions to develop training programs that would help support training and staffing needs with an emphasis on positioning as employer of choice.

Partners with Human Resources and organizational leaders to shape an employee experience that consistently offers and engages colleagues with opportunities to grow and find challenge and fulfillment at work.
8.
Utilizes internal and external data, in partnership with the HR Analytics CoE, to monitor workforce trends and establish focus on proactively addressing gaps and opportunities.
9.
Coordinates internship, externship and shadowing opportunities with leaders and students/prospects. May coordinate other programs such as career exploration events onsite or at secondary schools, technical institutes, or higher education institutions.
10.
Under the direction of the VP HR and with the support of HR Business Partners, collaborates with the Compensation CoE for development of career pathway designs and career ladders.
11.
In partnership with HR Business Partners and Clinical Education, develop mentorship programs to improve first-year retention rates.
